In an interview with the site of Strategic Council on Foreign Relations, Mehdi Khoorsand continued:\u201d therefore, the proposed peace initiative is a temporary peace that will continue to keep the flames of fire down below\u201d.<\/p>\n
Khoorsand continued to deal with the importance of Southern Caucasia region and said:\u201d due to its proximity with geopolitical area of Iran and Russia and also its neighborhood with the Caspian Sea where it has immense proven hydrocarbon resources, the region has tremendous importance. That\u2019s the reason why the issue of establishment of a ceasefire and peace between Republic of Azerbaijan and Armenia has so many parties involved\u201d.<\/p>\n
On Ankara\u2019s effort to play a role in sorting out the crisis, he also explained:\u201d As one of the effective factors in creating tension and intensifying it since 2020 that pursues its own special economic interests in the region, Turkey makes effort to introduce itself as a pace maker between the two convulsive countries through which it can include its interests in the provisions of the peace accord between Baku and Yerevan\u201d.<\/p>\n
He called European countries as another party involved to establish peace in the region and stressed:\u201d following the war between Russia and Ukraine, Europeans are grappling with special situation in energy field. Therefore, Caspian Sea energy reservoirs and easy access to those reservoirs have achieved great importance for them, the access that could even be achieved better provided that there is a peace established between Armenia and Republic of Azerbaijan\u201d.<\/p>\n
Having stated that Russia is on the other side of story, the expert of Caucasian issues said:\u201d since Vladimir Putin took office and neo- Eurasia strategy, independent republics from the former Soviet Union are considered as close external parts and parcel of the country. According to documents of Russia\u2019s national security council, Moscow should not let its rivals and enemies interfere in these regions. That\u2019s why NATO expansion eastward has always been a matter of concern for Russia and based on the very concern, Russians started the war with Ukraine\u201d.<\/p>\n
He added:\u201d on the issue of tension between Baku and Yerevan, Vladimir Putin has recently invited heads of states of the Republic of Azerbaijan and Armenia to attend in a meeting in Russia for counselling to reach a lasting peace\u201d.<\/p>\n
Having said that not any individual routes alone would secure the interests of all regional countries, Khoorsand underscored:\u201d perhaps, the only initiative that could establish a lasting and permanent peace in Southern Caucasia is the initiative that secures the interests of 3+3 working group (Iran, Russia, Turkey, Georgia, Republic of Azerbaijan and Armenia)\u201d.<\/p>\n
The expert added:\u201d today, the plans titled as permanent peace plan tabled by any of the said players, will almost keep the flames under the ash. According to the Prime Minister of Armenia, the issue of Zangezur corridor should never be included in the provisions of peace accord. Armenia will not accept any peace agreement with a single word about the corridor and or any other corridors that grant exclusive geography to Azerbaijan\u201d.<\/p>\n
According to the researcher of Caucasian issues, the plan that has been introduced by Turkish authorities as a peace plan between Baku and Yerevan will not create a common interpretation by the two sides involved in the problem as has been said (about by observers)\u201d.<\/p>\n
He explained:\u201d when speaking of determination of borders or keeping territorial integrity and or other aspects that Turkey has mentioned, nothing has been specified about the process through which the peace plan should take place. Even during the recent days, Baku did not receive a delegation from France to review and determine borders in order to establish peace between Republic of Azerbaijan and Armenia\u201d.<\/p>\n
In continuation, Khoorsand emphasized that in a situation when Russia has focused all its attention on the war with Ukraine, Turkey and Republic of Azerbaijan presume the situation is ample to haggle over border determination and thus to make effort to conclude a peace accord without the presence of Iran and Russia. Of course, they deal with the matter on a Turani basis which has already failed\u201d.<\/p>\n
The Expert of Caucasia issue says it seems that the best way to sort out the dispute and to establish a lasting and permanent peace, is the argumentation of 3+3 initiative. He explained:\u201d the reasoning of 3+3 initiative is based on the decision to be made by the countries of the region for their self \u2013 determination and to define their interests; the initiative that guarantees the interests of all parties involved comprising Republic of Azerbaijan, Armenia and Georgia as well as three countries of Iran, Russia and Turkey\u201d.<\/p>\n
KHoorsand added:\u201d because all four countries of the region have suffered a lot of damages and losses from tension between Baku and Yerevan during the past 30 years. \nExpert of Eurasia affairs commented on the recent remarks made by Turkish foreign minister on reaching an agreement on the provisions of a peace accord between the Republic of Azerbaijan and Armenia and said:\u201d the initiative had been formulated centered on the interests of Turkey and can not be result oriented in line with establishing a durable peace in the region.
