{"id":344367,"date":"2025-05-18T10:09:25","date_gmt":"2025-05-18T05:39:25","guid":{"rendered":"https:\/\/www.scfr.ir\/uncategorized\/344367\/how-to-advance-and-strengthen-the-application-of-artificial-intelligence-in-iran\/"},"modified":"2025-05-18T10:09:25","modified_gmt":"2025-05-18T05:39:25","slug":"how-to-advance-and-strengthen-the-application-of-artificial-intelligence-in-iran","status":"publish","type":"post","link":"https:\/\/scfr.ir\/en\/scienceculture\/344367\/how-to-advance-and-strengthen-the-application-of-artificial-intelligence-in-iran\/","title":{"rendered":"How to Advance and Strengthen the Application of Artificial Intelligence in Iran"},"content":{"rendered":"<p><strong>Parviz Sangeen \u2013 AI Expert<\/strong><\/p>\n<p><strong>Iran and the Challenges of AI<\/strong><br \/>\nRather than relying solely on technology imports or directly competing with leading nations, Iran can embark on a path of &#8220;resistance-based smartization.&#8221; This approach includes:<\/p>\n<ul>\n<li>Focusing on the domestic development of key enabling technologies, such as AI, quantum computing, and cybersecurity;<\/li>\n<li>Establishing national AI hubs by leveraging the capabilities of universities, knowledge-based companies, and defense institutions;<\/li>\n<li>Developing indigenous processing and cloud infrastructure, particularly to counter sanctions and dependence on Western platforms;<\/li>\n<li>Formulating coordinated cross-sectoral strategic documents with consensus among the Ministry of Communications, Defense, Intelligence, and academic institutions.<\/li>\n<\/ul>\n<p><strong>Sanctions and AI<\/strong><br \/>\nLearning from the experiences and methods of countries like China, India, and Russia, which have made significant progress and faced international sanctions, can guide Iran. Therefore, it is recommended to:<\/p>\n<ul>\n<li>Model based on the experiences of China, India, and Russia during sanctions or isolation: developing indigenous operating systems, search engines, and domestic computing infrastructure;<\/li>\n<li>Establishing a domestic value chain for hardware equipment, from chipsets to data centers;<\/li>\n<li>Adopting supportive policies for knowledge-based companies and software exports to aligned countries (e.g., Venezuela, Syria, Iraq, Armenia, Central Asia);<\/li>\n<li>Technological cooperation with China, Russia, India, and BRICS countries in the form of joint projects;<\/li>\n<li>Anticipating and developing digital resilience against sanction-based weapons such as restrictions on GPT, AWS, Azure, Google Cloud, etc.<\/li>\n<\/ul>\n<p>When considering sanctions and their obstacles for entering the AI field, an important question arises: If sanctions against Iran are lifted, what infrastructural and software-related challenges will Iran need to overcome in this domain?<\/p>\n<p>If sanctions are lifted, we will see the following outcomes:<\/p>\n<ul>\n<li>An influx of imported technologies and renewed dependence on Western platforms;<\/li>\n<li>Weakening of nascent domestic industries against tech giants (e.g., Microsoft, Google, NVIDIA);<\/li>\n<li>Risks of national data leakage and infrastructural dependence on foreign services;<\/li>\n<li>Lack of national standards and regulations for proper technology absorption and knowledge transfer.<\/li>\n<\/ul>\n<p><strong>Iran and China\u2019s Experience in AI<\/strong><br \/>\nMany believe that China\u2019s AI model can be adopted, albeit with some adjustments, considering the following:<\/p>\n<ul>\n<li>China has a vast domestic market and strict support for indigenous production;<\/li>\n<li>China is focused on industrialization, militarization of technology, and information control;<\/li>\n<li>Iran can learn from China\u2019s supportive models, regulatory frameworks, state investment in R&amp;D, and tech diplomacy\u2014but must adjust these policies according to its market size, human resource capacity, and domestic cultural and political characteristics.<\/li>\n<\/ul>\n<p>Additionally, the cyber war between China and the West will impact Iran\u2019s cybersecurity, which must be considered when adopting China\u2019s model:<\/p>\n<ul>\n<li>Escalating China-West conflicts have turned cyberspace into a multi-layered, uncontrollable battleground;<\/li>\n<li>Iran may face proxy cyberattacks in this context.<\/li>\n<li>Defensive tools must be resilient against both Western attacks and software threats from allies (due to shared technology);<\/li>\n<li>Iran\u2019s cybersecurity requires an indigenous, integrated architecture anticipating multi-source threats.<\/li>\n<\/ul>\n<p><strong>Iran and Future Challenges<\/strong><br \/>\nCurrently, the country faces significant challenges and shortcomings in human resources and AI education. Thus, Iran\u2019s AI challenges include:<\/p>\n<ul>\n<li>Dependence on foreign processing infrastructure (GPU, Cloud);<\/li>\n<li>Brain drain in the AI field;<\/li>\n<li>Lack of indigenous systems for training language models;<\/li>\n<li>Institutional disarray and weak tech policymaking.<\/li>\n<\/ul>\n<p>Despite these domestic and foreign challenges, solutions exist.
