This dominance is important when we look at the partition of Afghanistan before the Taliban took control; in that division, one part of about 8 to 10 percent was under the control of the Taliban, one part of 20 to 30 percent was under the control of the government and the rest were almost gray areas that were not under the effective control of any of those forces.
